Who assumes responsibility for training?

We recently talked about a set of survey results from the Forum of Private Business on Bdaily, which looked at attitudes towards training staff among SME employers.

It was interesting to see that 52% of repondents to the survey felt the burden of training individuals should not fall on the employer.

Some of you may argue this is passing the buck, and employers must assume responsibility in ensuring their workforce is ready for the job, and able to develop skills. Let us know what you think in the comments below.
