Work begins on Freshney Place redevelopment

A regeneration project in Grimsby is moving ahead as construction has begun on a £50 million redevelopment.

GMI Construction Group has started work on transforming Grimsby’s Freshney Place shopping centre into a modern mixed-use destination. 

Led by North East Lincolnshire Council (NELC) and supported by £20 million of Government funding, the project will combine retail, leisure, healthcare and community spaces to boost footfall and attract new investment into the town.

The scheme follows earlier enabling works completed by GMI, including internal strip-out activity and initial demolition. 

Since the council acquired Freshney Place in 2022, the plans have helped restore confidence in the area, with rising interest from potential operators as full construction gets underway.

Representatives from GMI joined councillor Philip Jackson, leader of NELC, alongside Queensberry and Freshney Place, to mark the start of full construction with a groundbreaking ceremony.

Councillor Jackson said: “This groundbreaking marks more than the start of construction; it marks a renewed sense of purpose and pride in our town. 

“We’ve listened to our residents and shaped this development around what our community truly needs.

“The project is on time and on budget and we are delivering on our promise, to deliver a destination that is about more than shopping but also leisure and entertainment. 

“It’s also going to be an important contributor to our local economy creating jobs and opportunity. 

“It's a powerful example of how public leadership and private partnership can come together to drive positive, long-term change.”

The next phase introduces new build elements such as a contemporary market hall, commercial and leisure units, a new cinema, an upgraded public square and improved frontages.

Paul Sargent, founder of Queensberry, NELC’s strategic development partner for the project, added: “Our role is as much about rebuilding confidence in Grimsby as it is about regenerating and creating a new space for the community. 

“By providing a modern, multi-functional focal point within the town centre that blends shopping, leisure, and essential services like healthcare, we’re meeting real community needs and encouraging fresh investment. 

“This project will be a catalyst for lasting change not just physically, but emotionally and economically.”
