TVCA appoints monitoring officer

The Tees Valley Combined Authority (TVCA) has appointed award-winning lawyer Andrew Perriman as its new monitoring officer.

The appointment follows a recruitment process involving internal and external stakeholders and supports the authority’s organisational improvement plan, which aims to establish a stable long-term leadership structure.

As monitoring officer, Andrew will hold the organisation's most senior legal position, overseeing governance, statutory compliance and ethical standards while supporting transparent and effective decision-making.

Andrew joins with extensive experience in legal services, governance and organisational transformation within local government. 

Before moving into the public sector, he taught law at university and worked in private practice.

During his career, he has led legal service improvement programmes, helping to build high-performing teams. 

His work contributed to his team being named In-House Legal Team of the Year at the Yorkshire Legal Awards, while he was also recognised as joint winner of Legal Professional of the Year by Lawyers in Local Government.

Andrew, who has lived in Teesside for almost 25 years, will take over from interim monitoring officer Jeanette McGarry following a handover period. 

His appointment was formally approved by the Tees Valley mayor and cabinet on June 26.

Andrew said: “I am delighted to be returning to Teesside to take up this role. 

“It is an exciting time at the moment as a result of central government’s devolution agenda and the opportunities this will bring.

“Whilst I do not underestimate the challenges that lie ahead, I hope to bring some stability to TVCA as it continues to develop through its improvement journey.”

Tees Valley mayor Ben Houchen added: “This is an important appointment for the combined authority as we continue to strengthen our organisation and deliver on our improvement plan.

“The monitoring officer plays a vital role in ensuring we operate transparently, effectively and within the law, and Andrew brings exactly the right experience and leadership to support that work.
