Is the UK permanently damaged?

A think tank have predicted that UK unemployment will rise to 9% by the end of the year, and if proved correct, this could do serious damage to the economy.

While this figure is variable, the fact that it has been four years since the start of the recession, and we are yet to see any sort of sustained recovery. So does the Government need to rethink its whole economic strategy?
